Spray Decal Priority Update

Here's a request I don't know where to start on.

Make it so whoever sprayed last, gets to be on top.

As opposed to how it remembers who sprayed first and you get stuck under someone until you reconnect or w/e.

Why don't you just make it so people can't spray over each other at all?

You would have to remove the previous decal
