[TF2] Horseless Headless Horsemann CHEATS FLAG FOR ADMINS

Except allows admins with cheats "n" flag to spawn the Horsemann

This plugin belongs to Geit, but I wanted to alow admins without flag z to spawn the horsemann.:mrgreen:

That's what the admin_overrides file is for. You just override sm_horsemann.
