Manipulating scores

Does anyone know how to manipulate scores (kills / deaths) via a server plugin? I'm planning to write a plugin that sets the players kills & deaths equal to the team score. Or can't this be achieved...

I searched the VERC for information on Valve's built-in plugin interface but couldn't find any. Are there any docs or the like at all? Or did you guys get your info from Valve directly?
