This error is nothing really important.

I have been using this plugin for 5 years, server did not crash related to dynamic lighting.

Try install Remove Lobby Reservation (When Full) by silvers (https://forums.alliedmods.net/showpost.php?p=2704023&postcount=103)

If that doesn't work either, try install older l4dtoolz version ...

Probably the anti-virus or windows Microsoft Defender remove some sourcemod .dll files by accident.

You can enable plugin one by one to find out which one causes crash.
Better check if any error log in sourcemod/logs folder.
