My guess would be whatever it runs at by default without any sort of fps booster service running. It has been a while but I think it is about 66 fps (not to be confused with the tickrate)

No that is not possible. They are most likely just using sv_maxvisibleplayers (I think this is the right cvar) to hide some of their slots.

I would recommend using Predcrab's CEntity Framework as this will actually make them recognized as entities. Then you can use Set/GetEntData and so on from a Plugin.

In a mod I worked on before I was able to use SetAnimation(PLAYER_ANIM) to set the basic things like Andersso did with the tempent, but I was never able to set frame by frame animation.
