l4d_survivor_limit has nothing to do with L4DToolZ, i think that cvar is from superversus plugin you may wanna post on that thread.

in short your config file maybe changing it back if you changed...

I use to have that bug with weapons not spawning years ago, i just removed any vscripts and fixed after that, if you still have the issue remove l4dtools or find a different version.
