There are private master server lists which charge server owners to add their servers temporary to their server list in order to populate them ( those master server lists are included in the popular...

You miss the point, it is not that people dont want or dont like to run a steam server, it is that people cannot run a steam only server, sadly..

This is old, you may want to check the latest dev version of 1.8.3, they did great improvements
