Also, is there a way to disable the !quake text from popping up? If not is there a way to disable this so people can not change wether to hear sounds or not?

I am using version 1.8 on HL2DM. When I try to place the config parameter of the files on "1" for example it doesn't play to everyone. It only plays to the victim. Have these paramenters changed...
