quakesoundslist.cfg has the paths for your sound files (eg. "quake/headshot.mp3".
do you really have the sound files on that path (eg. headshot.mp3 in the sound/quake/ folder)?

the server don't even starts as long as quake sounds plugin is active.
no problem if i start the server with quake sounds plugin disabled.
linux, latest metamod and smm.
