Again apologize, but only here I dont understand again what it is .. namely:
pbgun_shots = how many paintballs can be used at 1 time (for all players)

What you meen whit :paintballs ?...

pbgun_shots 100 //How many paintball entities can be spawned at once. (If your server is crashing or lagging, decrease this value.)
pbgun_life 15 //How long the paintball stay spawned...
