nvault is used to store data locally and it always saves inside cstrike/addons/amxmodx/data/vault, every plugin creates its own .vault file in there.

"storing" implies the use of memory. The CPU is not a storage device so the answer you are looking for is "no".

I never worked with the mysql amxx api, but I read the docs before reviewing and it looked pretty straightforward.
