It's not triggering "votemute", it's a ban reason You define in plugin's config ;] Just edit Your config file with some proper ban reasons (Cheating, Spamming etc...).

They have to use them without "!" sign (just votemap, voteban etc).

For me works fine on Windows SRCDS (CSS) with the latest official MM\SM releases.

BTW
Everytime new release of SM comes out I'm recompiling all of my plugins, maybe You should do the same thing...
