Exactly. Buying a game you can easily/freely download doesn't make any sense for many people.
A few months earlier, I've decided to buy CS in Steam, and a friend advised me to buy CS Complete, so I could play with him (He's a CSS player). Wasn't by his advise, I'd regret to buy the game, since the non-Steam/Steam server amount ratio is about 50:1 here in my country. Besides all that, I've realized how fun is it to play on Steam, since meeting people on non-Steam is just a consequence of being playing the game; on Steam it's exactly the inverse, you meet people to play with.
