It has been discussed already. Circumventing such measures is relatively easy for anyone with decent C/C++ skills. As BAIL said, that doesn't stop obfuscation before compile time, but I don't know of any Pawn obfuscators.
IMO SourceMod should just make the breaking change and run plugins from source. It won't be the end of the world.
