The plugin in the OP does not compile with "Get Plugin", and you haven't provided a compiled .smx there. There's also no indication of where to get cssclantags.inc, so you should
link to it in the OP.
That and
#include <cstrike> are right at the top of the .sp, so this plugin will only work on CS:S/CS:GO, not Any.
