I see something named SV_SendResourcesCall_Base, which I would assume is the method of some sort, not that I know how it works. But why would you need to allocate memory?
Again, I highly doubt the validity, function and how clean this actually is.
You already have a thread for this plugin. Just because it was unapproved doesn't mean you can create a new thread. It will most likely end up in the trash.
Update your old thread and request an approver to look at it again.

Works like this:
added to an array resource files ..
flag file 0x80 therefore requires a response
If the previous file is not exists 100% then there is sent MD5 previous file.
hence the MD5 does not match the file exists
