so turns out the gotv can't hear any players unless sv_alltalk is set 1, as if it's a player itself

i've made a CounterStrikeSharp plugin that changes the voices flags of the gotv to hear all players regardless of any convars https://github.com/b0ink/CS2-FixDemoVoiceChat
