Well I Did it FINALLY I've done it!!!

I Manually installed AMX Mod X 1.9.0 and Metamod 1.21.1-am its working The Server is NOT Crashing with MiscStats and Weapons Restrict & also Teleport menu. Oh my God i was always afraid of doing it manually i always through something would go Wrong.
