It sounds like the plugin did not load. Are there any errors in addons/sourcemod/logs or your server logs?
The plugin will exit under two circumstances:
- sm_quakesounds_enable is set to 0
- The addons/sourcemod/configs/quakesoundslist.cfg file is not a valid keyvalues file.
I would recommend reuploading addons/sourcemod/configs/quakesoundslist.cfg to see if that solves the problem.
