create_cvar max value

I'm not entirely sure if this isn't working or if I misunderstood the intended usage of the min and max values, but I was still able to change the cvar value using 'amx_cvar cvar_countdown 30' to a value higher than the max value.

I'm using 1.8.3-dev-git4958.

You're right. Looks like I was drunk when I did the change to enable the hook (which detect any cvar value change) only when needed. Will fix that asap.
