Is there a plugin for this? I've been checking all over the Sourcemod section and all I could find was admin plugins that are managed with SQL

I doubt it. That's kind of hard to do because permissions in SourceMod are hierarchical and there are technically infinitely many flags and groups. It's really something best left to an actual user interface or a config file, rather than the in-game menu which is pretty simplistic and limited.
