Have you ever played Call of Duty Modern Warfare 2? I need a plugin that will disable the health option on my server.. Like in game.
When a player is hit several times his screen is getting red, he must hide and rest for a few seconds or if he gets hit another time he will die. The life regenerates while rest.
Cvars:
amx_cod_rest X - seconds to rest to life regenerate
anx_cod_time Y - time in seconds to full regeneration
amx_cod_enable Z - enable/disable the plugin

Please make it so that it won't crush the server.. I have 24 gamers server CSDM.

I'm unsure as to how I'd do the red screen part, but I think I'll start this when I get home. I'll report back in 2 hours. ^_^

You can make this like screen fade.. red screen fade..

Added:
You can use, for example, autoheal script. It is being used on Hide and Seek servers.
Red screen you can use from a plugin of a colour flashbang.
