Most current-gen SSDs (minus budget ones) will match it or be faster. On the other hand, most 15k SAS drives are enterprise drives; they're built to be used in server environments. You can use SSDs in servers and they may work very well in the short term, but they're mainly made for consumers for the time being. I've only actually seen one SSD that was labelled as an enterprise drive for server usage and I took that with a grain of salt considering the limited amount of reads/writes SSD cells are typically rated for.
