What is so bad about punishing cheaters?, hacking and using cheats on cs is a crime! it is against the tos.
A simple ban will just get him to leave and then he goes to next server and then next and do the same. a punishing plugin will help

Well I must say your a very nice person, You want to help other admins too. I must say this should be approved, Together we can find a solution to these hackers and make CS the way it should be.
