Is this the VDF should be like?

"Plugin" { "file" "../csgo/addons/csgomax/bin/" }

Does not seem to be working, when i type in plugin_print only metamod appears. I have put the windows binary in the csgomax/bin directory.

I have changed maxplayers to 40 in gamemodes_server file and put -maxplayers 40 in the startup

It depends on where you put and where you named the file. The file line is just a path to the file, without the file extension. If you put it right under addons and haven't renamed the file, the path would be "../csgo/addons/csgomax"

with spawtools7 add spawns to 42

but max 30 slots
who to make it 40?

I've moved the plugin for this (from a few pages back) to here, https://forums.alliedmods.net/showthread.php?t=198360

The one there also contains a small fix for if/when SourceTV gets fixed. (there was an issue having 64+sourcetv).
