I thought this was being worked on for TF2 and I noticed the old site has no mention of his sourcemod work was it ever successful or does anyone know a plugin like it for my TF2 Server?

last time i checked it's source was released, and the current version crashes on css.

Yes, the source is at the second link.

The latest version usually only supports TF2 and it doesn't get updates very often, but can usually easily be self-updated by anyone capable of updating SM gamedata.
