Having these issues where someone will join the game and just be a complete troll and the other team wont Vote kick nor tell the admin who it is, So is there a way for the admins to always see who is talking?

you can't track who activated voice because of the way voice is handled in source. you'll need to go through and manually mute/unmute players to determine who that is.
