Perhaps not breaking the rules, but people see things for what they are, and make moral judgements accordingly. People know or think they know what is going on "behind the scenes." They probably dislike communities that don't contribute/share information, as well as the whole pay 2 win model (many people find it abusive or damaging to the greater community as a whole).

This reminds me of that rape scene in clockwork orange. All the rapists have a grand old time, getting what they want at the expense of others--so much so that they don't even see anything they do as wrong or even exploitative. Everyone else however, sees it for exactly what it is.

pay 2 win is silly

Saigns was 100% pay2win until Valve changed their rules for quickplay server in the beginning of 2014. Since then we host two different groups: One, which matches all of their rules to get listed in quickplay and custom servers with activated pay2win -> and each of them has tf_server_identity_disable_quickplay set to 1.

We already get server bans in the past and the next one would be quite more than just 1 or 2 months. We won't risk that again
