So long story short, I've followed the guide on the wiki (yes, every step, plugins enabled etc...) but for some reason, though my friend I used as a test got admin and the commands work fine, when I tried adding myself and did sm_reloadadmins it still said sm_admin was inaccessible (as in, I didn't have permission).

I gave myself 'bz' flags. Full command below:

sm_sql_addadmin Express steam "*INSERT STEAMID HERE*" bz

Not sure if it means anything, but my steam id starts with STEAM_1:1: ?

It appears that the command doesn't work properly being used on the ingame console. Even when using quotes around the STEAM ID it ignores them and fills in the database improperly.
