What I would want to see is a noblock plugin that allows objects that are able to hit the player, and still be able to not be blocked by other players.

That plugin lets you add admins but not manage them. Something to consider though.

I would like to see possibility to hook player hurt action before it's happened without using other extentions. Making possible hooking other actions before they happened like player shoot would be awesome too.

I'm not entirely sure what you're talking about R4nd0mT!m3r, but of course it is possible to hook these things.

The functionality doesn't currently exist in SourceMod but is under development now.
