If you dont want to code it, then don't code it. If its impossible to modify it in a plugin, then that's more of a compelling argument founded in logic, not an argument based on opinion of what people want. And even then, if you're not the one doing it, why should you care?
This is a request forum, we're making requests. If nobody wants to pick it up, no problem, we're just making requests, I look at all of this like everyone doing the community a favor anyway, and I'm grateful for all the work that people do. If its fun for someone to pick up this plugin, then just let them. If nobody wants to try to do it, no problem either.
That involves coding, editing a TEXT file requires no coding. Therefore, your point is nulled.

And I'm saying its a bit of a waste of a plugin to make one for something you can already do easily.

I'll do my best not to be drawn into a flame war.
I think I understand what you're confused about. We're not talking about making a plugin update a textfile. You can do it easily in a textfile yes, but it requires a server restart, not even a map change makes it take effect. Having it let you just do like sm_maxdispensers to set the number of them and have it take immediately, rather than requiring a server restart. Is the difference clear now? I hope so.
