Ok, this is what I got in the admin_groups.cfg.

And this is what I got in the admins.cfg.

And it still doesn't work. Sorry for being such a pain in the ass I'm trying my hardest to get this to work.

I see your mistake.
You are wrongfully using Overrides and why are you using groups if your settings what the group would set right after? Groups are to store common options (In my view).
Remove
"immunity" "99"
"flags" "z"
from "New Admin"
and remove
"Overrides"
{
"Lvl 3" "allow"
}
from "Lvl 3". Then it should work. If you have any doubt promp before doing.

Ok, well I deleted all of this.

And I got all the commands and stuff to work. But when I type ma_slay [My name] it doesn't slay the person. This happens with ma_kick and ma_slap to. Those are the only commands Iv tried. And I'm not sure if Source Mod has a menu or not but when I type in admin it tells me its an unknown command.
