It works fine. Try another software or try to redownload it.

You don't open files with winrar. You EXTRACT them and THEN open them. The only thing you can do with winrar that's useful -- unextracted -- is view it.

There are plenty of people who still use this program.

It does it's job but there are plenty of crashes in it. There are a few alternatives to it which you may want to check out.
