The maps are currently stuffed away in the big .GFC's
steam made...
You'll need something like GFC-Escape to get to the maps
in the first place, then the above tool to edit their Env's...
Really, once you see how it's done it's incredibly easy,
ive it a try, you'll find out soon enough.

well, i don't know how well people pay attention... but valve released an update which made dust2 a 20 vs 20 map (so 40 people could fit)
