It created the files but the problem is not solved, and yes people have still own steamid's

Could you show inside from that new file ??

Do you get any errors in SM logs ? ...addons/sourcemod/logs/

Do you have OS Linux ? Could problem be files CHMOD settings, will it allow SM to read cfg files ?

Makes me wonder if the server is losing connection to Steam's master servers. If it does, SourceMod 1.5's higher security won't be able to validate Steam IDs and will refuse to give admin permissions to anyone.

This feature can be disabled in addons/sourcemod/configs/core.cfg and setting "SteamAuthstringValidation" to "no". However, it's a better idea to find out why this is happening.
