What should mean:
You can spent a lot of money to find a cheap host or you can go to a quality one in the first place. I learned this by myself and now I have a dedicated server and I am very happy with it

Get a droplet from Digital Ocean. I used to run a multimod server in 10$ droplet and it was flawless even with 20 people. But surf maps lags a bit but other than that it was completely flawless. More info - www.digitalocean.com

Everything that will work for you at 32 slots will be expensive.
