Yes, this forum is about coding.
However, it is not an administrator's job to review codes or help with them.
An administrator regulates the forums and users, like I stated before.
The moderators regulate the threads and posts within the forums they moderate.
The plugin approvers are the skilled coders that review submitted plugins and moderate the Plugins & Scripting sections.
The other users on this forum go about their business, whether it be helping others with plugins, support, or discussing in off-topic.
Don't get me wrong, some "other" users are very good at coding, but aren't plugin approvers.
That is really the generic jobs of the levels of users on this forum that I see.

How can that admin evaluate the wrongdoing of anyone for talking about steam/no-steam, if he doesn't even know the difference?
