This user doesn't know the rules on posting plugin and won't listen to me about posting the .amxx file.
I gave him several warnings before locking the topic.
I don't think that the user speaks English because I think the user would've understood if he/she did.
I don't know if it would be right to trash/nuke this topic, or to unapprove it.
Therefore, I am just locking it until someone else takes a different action.

You're a damn moderator. You should know these things. Stop avoiding stuff just because it would mean that you have to do something that someone potentially doesn't like. I'm nuking this.
