This plugin doesn't work, read the OP for a replacement.

Unfortunately, there's a bug in SourceMod 1.4.0 or I'd tell you to use Force Holidays and set tfh_halloween 2.

Actually, if you use dev release 3436 or newer, that should work right now... otherwise, when 1.4.1 is released.
