amx_any <name or #userid> <Command placed in clients console>

Example:
amx_any "Obbin" "cl_dynamiccrosshair 0"
amx_any "STEAM_0:1:2345678" "cl_dynamiccrosshair 0"

Dunno if this plugin allredy exist, didn't find anything serching.
