My language.cfg :

In my core.cfg :

"AllowClLanguageVar" "On"

i don't see Russian phrases where he will must be (((((((

snapshot versions of SM have only main translation files (english) & released versions of SM have all.

So just download released version of SM on your desktop and unzip.
Grap translation folder and upload on your server
+And also languages.cfg file from configs

i know what snapshot have only eng version
and yep i do this but it not work

open your game with console, before you join your server, type
cl_language russian
or if you are in game, re-connect after above cvar setting.

*edit
god dammed. CS:GO have even hided/disabled this cl_language cvar. Can't change...

Try use this and remember update GEOIP.dat also

He auto change my language to russian

But one question :
If somebody from Finland or Poland join to my Server and i dont have "fin and pol" language , what a default language be ? "english?")
