This maybe? You can set your server up to take admins from MySql, and then you just need to setup PayPal API or something like that.

css? for css for this u can use my environment. its for fee. did this because some friends failed all the time on the same issues. -.- will provide details in pm if needed. maybe i will publish but i have not enough time. it is tested and stable only on debian lenny and sqeeze because on other derivates i've not solved the dependencies. all is fully automated and u can perform all important steps via shell-menu i.e. install and update servers, install addons (50 already included), install models (200 models included), etc. some servers are preconfigured like zombie escape, zombie mod and zombie riot. sourcebans is preconfigured for all 10 servers in this envonment. hlstatsx should work too (never checked)... the configuration of the webserver is automatically done by install process too. it is all on ur machine. u need like 8gb for the source and 2-4gb for each server.
