How do I disable this feature? I'm running a CS:S server with deathmatch plugin and whenever a player join or rejoin, the server slays the person and says that the player got slayed for playing the same round twice

Yes, this is a Mani feature. Set mani_anti_rejoin to 0 in your mani_server.cfg
