[CS:S v34 UCP] UCP whitelist, no check/no kick if no UCP

Hello

I'm planning on making a Counter-Strike:Source v34 tournament with a few teams.
I set my Server up with UCP 8.1 (because UCP 8.2 is bullshit with the gcf files).
Now the problem is, I want some people do be able to join without the UCP client (admins and trusted people who can't install UCP because of compability).
First I tried to turn UCP off and let everyone connect who doesn't have UCP. Once they were all conected, I turned UCP on (ucp_mode 1). But unfortunately after about 30 seconds all the non UCP players get kicked with the message "Disconnected: Please install UCP".
This is very strange since I played once on a 8.1 UCP secure server and one admin did the exact same thing I tried, but the guy with no UCP didn't get kicked.

So I was wondering if there's a solution for this problem? Maybe a plugin where you can whitelist certain steam-id's so they don't get checked/kicked from UCP? I already did some Googling and all I found was a Non-Ucp plugin for 1.6.

Any help is appreciated!

You aren't going to get support here with a no-steam server or with an anticheat that violates SM's license.

i am the owner of the NGA-League (http://www.nga-league.de/).
This League is meant to be for online Counter-Strike:Source tournaments and we would like to use your Anti-Cheat Tool "UCP".

Currently we are only using SMAC and VAC, so we need a 3rd party Anti-Cheat Tool like yours.

Our problem is, that we only get errors if we try to install your "UCP":
Windows XP users get the d3d9.dll error.
Windows 7 users get a bluescreen.
Windows 8 users only get a completly black monitor and nothing else happens.

The download link for your Anti-Cheat Tool seems to be broken, me and others cannot find the homepage.(http://removed/)

Currently we use your Anti-Cheat Tool on our 14 Servers, im going to give you all IP's so you can check these Servers:
