I think there should be a version of Source Mod for Source Filmmaker. Some reasons:

1. Plugins can be made to create realistic physics on items. i.e spawning an item as dynamic, moving it with an admin menu, and then saying a command to have physics do the rest of the work by changing the model to physics.
2. Weather
3. Weapon Loadout, with the effects of the weapons. Switching weapon models only realistically makes sense on reskins or weapons you don't plan on using.
4. Overlays

And much more.
As a past Source Mod Scripter I am very interested in this. Would it be impossible to do?

2. Weather
weather entities dont have to exist in the filmmaker as well

4. Overlays

With filmmaker you will need mapping experience to make a clip with weather, etc. And physics is ANIMATION, you wouldnt need to have a plugin do it for you.

I'm surprised no one pointed this out yet:

SourceMod is for servers. As far as I'm aware, Source Filmmaker is a client program.

It has a LAN feature in it. So running threw a program that tricks the game can allow multiplayer with others.. I haven't tried it personally so I cant tell you how it exactly works.

It acts just like other Source engine games, but in tools mode with a QT ui.

Multiplayer, weather, overlays, weapons, etc. should work as well as they do in an outdated TF2.

There is no MM:S and SM support largely because of no one reversing the sdk changes for it.

Physics can be done with animations, but more realistically if Source Mod was involved.

Weather can be added with particles, but I think Source Mod would be just a huge load of ease. Thats if its plausible.

not sure why you would need an overlay in filmmaker, when you could apply it out side with a videoediting software.
