so, i'm running a second server and giving all members of my clan admin rights.

I gave them all "50:bcdghjkn" and they couldn't see the option to change maps under the server options in sm_admin menu.

I then changed their rights to "50:z" to no avail and "99:z" with no effect either. I've restarted the server each time. what could i be doing wrong?

Z is the root flag, if they cant access the changemap function then it's most likely a plugin issue.
You might want to reupload a fresh copy of sourcemod.
You could also try typing "rcon sm plugins list" and seeing if there are any load errors. Might want to check your log files also.
