I am using http://e-frag.co.uk/

Free fast download service but when i use it i am download them fast download and then i have to download them again normal without fast download why ?

If that is the case the the download from the FastDownload server failed somehow. If you actually did get them from the fast download server then you won't get them from the actual server.

Make sure all non-standard files are on the fast download server. Maybe you are just seeing the few files that are missing being downloaded from the server.
