What this basically does is pop up a menu when you join asking you if you agree to the rules.

If you hit accept, it does nothing and puts you on your business.

If you hit decline, it will disconnect you from the server.

If you hit show MOTD again, it will show the MOTD again.

Suggestions/Feedback is appreciated. Thanks to PPGB for suggesting this, works with ALL mods.

Dont know If it happens whenpeople join or leave or waht i just see that in my server all the time

I fixed it.

Failed to compile, the origional i changed and put it to rules.txt in teh cstrike, but this one wont even compile on teh forums
