I have a Dedicated server having sourcemod installed. We bunch of college friends play competitive matches regularly on it. But our college LAN has blocked Steam and we can't play in Online mode. But fortunately, we can play in our college network in offline mode. We host the dedicated server in offline mode on LAN and all players within campus are able to join.

Now the main issue with this is no one can load out their inventory and their skins. Also for some reason one cannot play with USP, M4A1, CZ(I am aware of the fact that they don't load out in offline mode) and we are forced to play with their counterparts p2000, M4A4 and 5-7 or tec9 respectively.
So can someone make a plugin which can let someone(clients) to choose between usp or p2000, M4A1s or M4A4, 5-7 tec9 or cz and deagle or revolver.

I know there's a command mp_ct_default_secondary weapon_usp_silencer, which has worked and cts are spawning with USP, but that doesn't resolve the issue with other weapons i.e no cz or m4a4. Also those, who want to play with p2000 are forced to play with USP.
Setting mp_ct_default_primary will make players to spawn with guns in their hand which I definitely don't want at the start of the round.

I have seen some servers for e.g deathmatch server which gives players the guns they want even in offline mode and some weapon skins plugins which makes me believe that making this plugin is possible.
So for eg. the client can type '/guns' and a list will pop up which will display each pair of guns and he can choose one of it which will be his weapon.

Some points to look out for are:
1) The plugin should differentiate weapons between ct and t. The cts can have usp,m4a1,cz,revolver but for ts only cz,revolver is valid.
2) The client must be able to buy only if he has enough money to buy it. For eg. M4a1 can be bought only when he have more than 3100$ remaining. USP can given free,etc.

I hope I have provided you with enough information. I need this plugin ASAP as we want to host a tournament in our college within 2 weeks and this plugin would be very helpful.

I am aware of that plugin. It gives you everything but for free. It won't be suitable for competitive mode as anyone can get any gun anywhere for free.
I want that a player can buy only the gun of his side(CT or T) only when he has enough money, in the spawn, before buy time gets over and after buying the gun, the amount of money should also deduct from his economy.

You mean setting it to 0?

Well, it is just going to resolve one issue of not buying the guns outside spawn. But what about buy time and money deduction and side specific weapons?

I don't think so just by setting some convars in some plugin is going to resolve this problem. Can someone make a new plugin from scratch for this?
