When you connect to server it should show you max limit for this time. So after 21:00 it should show value set thru hpk_ping_max_night. And it will kick if you ping is higher.

It works for me, and others. So...? Though I will try to help.
Ensure that you have unmodified latest version of the plugin.
Check that time on your server is same that you are expecting ("say thetime").
When server time will meet night start or end hour you should notice that string in the chat on connect changes:
"[BHPK] Players with ping higher than XXXms will be kicked!"
It will show you actual used max ping value. So check for example before start hour and after it. If you see "[BHPK] Ping checking disabled due to immunity..." then you should remove "a" and "b" access flags from your admins rights.
If it will not help then give me values of these CVARs (get them right from the server, not from your mind):
hpk_ping_max
hpk_ping_max_night
hpk_min_players
hpk_night_start_hour
hpk_night_end_hour
